Whether the city employees will strike or not is to be decided tomorrow when a referendum will be taken. The crux of the matter is the refusal of the council to grant the employees holidays with pay. The employees' views of the last proposal of the city council and on the fourteen points of the council as to why they should not ask for an increase at the present time are set forth in the following letter.
